The Subdivision process is needed when a property is intended to be split into two or more parts so that a home or building can be constructed on individual lots. The process involves soils engineers, civil engineers, architects, surveyors, and lawyers to accomplish the tasks required to formally divide the property and get it legally registered with the County. A Final Map is produced at the end of the process and a new parcel number is assigned by the County. This process is often used in Los Altos and Los Altos Hills to create two parcels from one parcel of land.
The Subdivision Process
 

1. Survey the land to obtain accurate dimensions.

2. Obtain the current parcel maps.

3. Determine the correct zoning of the parcel.

4. Create a drawing of the proposed subdivided lots.
5. Present to the Architectural & Site Committee for the City.

6. Present to the Planning Commission.

7. Present at one or more Public Hearings.

8. Present to the City Council Meetings.

9. Notification of the neighbors within a certain distance.

10. Create a set of drawings and documents for the County Requirements.

11. Present at at County Public Hearings.

12. Prepare an Environmental Impact Report or Negative Declaration.

13. Complete the Environmental Impact Report

14. Work with the title company to prepare the deed and provide title insurance.

15. Have the civil engineer prepare the Final Map.

16. Receive the Conditions of Approval from the City and County.

17. Satisfy the Bonding Requirements for public works, site improvements and easements.

18. Pay the Real Estate Taxes and Bonds

19. Perform the Site Improvements

20. Obtain a Grading Permit

21. Obtain a Public Works Permit

22. Obtain a Fire Department Permit

23. Obtain a Cal Trans Permit

24. Apply for a DRE Conditional Approval

25. Perform a Traffic Impact Study

26. Perform a Noise Abatement Study

27. Provide Will Serve Letters:

            City Water

            City Sewer

            PG&E

            Garbage Collection

            Telephone

            Cable

            School Districts

28. Perform a Civil Engineering Analysis

29. Provide Financing Assurances

30. Provide Title Company Assurances

31. Satisfy Subdivision Application Requirements

            Developers History

            Developers Financial Guarantees

32. Pay the Application Fees

33. Submit Final Map for Signatures
